On 23 April 1935, President Ignacy Mościcki signed a new ‘April’ Constitution. What is your assessment of the state governance system which it introduced?

Decidedly negative: the April Constitution and the electoral law for the Sejm and Senate that accompanied it effectively annulled parliamentary democracy.

Negative: the stabilisation of the Parliament so that reliable governments could be formed could have been ensured in a less drastic fashion.

Moderately positive: although the Constitution did away with the party system, the setup for the highest state authorities it created did help maintain legal authorities in exile during the Second World War and after it.

Positive: the April Constitution was necessary given the instability of the parliamentary system, as evidenced by a series of government changes in 1922-1926 and then the inability to form a sustainable majority during the second mandate of the Sejm (1928-1930).
